Keep following the stairs up to the top floor, where you’ll find the Archives Office. Once you exit the tunnels, make your way back over to the garage door, which will now be opened a bit on the bottom so you can sneak in. So, head back for the tunnels and come back in the afternoon. Looks like you still need to wait a bit to head inside. Next to it, you’ll find A Gap in the Vanguard note, explaining that some Eternalists took the Archives Office van out but will be back in the afternoon, leaving the door open a crack. Head past the locked gate to the building next to it with a closed garage door. Thankfully, you don’t have to go far at all to find it, either. When exiting the tunnels, take the left side door, this will be the closest one to the Archival Office. Kill the Eternalist sitting on the ledge, then make your way back to the exit.
Head back up the stairs behind this control panel and out the Horizon door, which will lead you to the building across from Wenjie’s lab. So, it’s now time to figure out where those passkeys are, starting with the Horizon Archival Office in Updaam.
